EU promotes competition monographs. Winners earn trip to Brussels.
The European Commission Delegation in Brazil, based in Brasilia (DF), launched the bid for the 2nd Call for Papers European Union. Brazilian college students may participate enrolled in Brazilian universities or equivalent institutions. Entries can be submitted until March 20.

The European Commission Delegation in Brazil, a legal entity of public international law, with address at SHIS SR 07 - Block A - Lago Sul, Brasilia-DF, represented by its Head of Delegation, Ambassador John Pacheco, made public to interested parties the Notice containing the rules of the Contest of Monographs on the European Union by the following terms and conditions:
Chapter I - Object
The object of this contest to select six monographs providing for the European Union - free theme, three monographs in category three at undergraduate and postgraduate category. The prize for winning the monograph in each category includes a trip to Europe, Brussels, to visit the institutions of the European Union. The other four papers will receive an honorable mention. The (the) authors (as) the six works chosen will be invited (as) special celebrations of Europe Day, May 9, 2010, in Brasilia, where they will travel and stay paid.
Chapter II - Of the requirements for registration
are eligible for the Contest of Monographs on European Union, samples of university students enrolled in Brazilian universities or equivalent institutions, who present academic papers on the European Union in its various areas.
Chapter III - Jury
The Jury will be composed of representatives of the following agencies and institutions under the coordination of the second:
• Embassy Spain - EU Presidency (first half of 2010)
• Delegation European Commission
• Embassy Belgium - EU Presidency (second half of 2010)
Chapter IV - content and presentation of work
The work to be presented should be a paper that meets the general standards for development scientific work.
be considered:
- Works of theoretical or practical leading to the development of critical thinking;
- Works that have innovative features to address the issues related to the subject;
- Work to examine the political, social, economic, cultural, environmental or technological developments, relating to the subject.
Papers should be submitted as follows:
- Fill the registration form available at www.delbra.ec.europa.eu;
- presentation summary of no more than 500 words, with three key words;
- Structure containing: Overview, Index, Introduction, Development, Conclusion and Bibliography;
- Maximum 15, minimum 10 pages in 1.5 space with Times New Roman, size 12 on A4 paper with top and bottom margins of 2.5 cm and lateral margins 3 cm;
- will not be accepted illustrations or photographs in the body of the monograph;
- A cd-rom containing the monograph typed in "Word for Windows".
Chapter V - evaluation criteria will be considered
the following criteria for judging the entries:
I. Technical quality. Presentation and development work, with textual coherence and logic. The summary and chapters should be well structured with a beginning, middle and end. The presentation of the findings should be relevant to the theme developed during the monograph;
II. Adequacy standards. The formatting of the paper should follow the ABNT (Brazilian Technical Standards Association) for the preparation of scientific papers;
III. Innovation. Presence of reasoning or development of innovative ideas. Relationships between ideas were founded, with presentation of new concepts or different conclusions.
Evaluation of the Jury shall be final. The Commission Judges reserve the right not to grant the award if the quality of work does not meet the minimum criteria for evaluation.
The paper will be, necessarily, unique. It is understood by unpublished work not published and not published (in part or in whole) in anthologies, collections, literary journals, newspapers, magazines or any other medium.
Chapter VI -
registration Registration for the Tender Papers is the delivery of the paper, according to the stipulations of Article IV, until the day March 20, 2010, as below Transcript:

subject of the email should include 'Essay Competition of the European Union'.
Associate email entry must be attached document in "Word for Windows" containing the monograph according to the model described in the art. IV of these Rules. It should also be associated with registration form. The
(the) participants who choose this form of registration shall be exempt (as) sending a cd-rom containing the monograph.
Each participant can compete only with an individual work.
will not be accepted for works of the Jury members, diplomats and other officials related to the Commission European.
Chapter VII - The analysis and selection of papers
analysis and evaluation of bids will follow the following procedures:
I. Preliminary analysis of proposals by the European Commission Delegation in Brazil for the definition of eligibility in compliance with the following requirements:
Delivery of the monograph by the deadline;
Compliance with the criteria set out in Chapter IV on the way;
Relevance of the work presented with a theme on European Union;
II. Analysis by European Commission officials and embassies of Member States that punctuate, according to the criteria set forth in Article V, the best dozen monographs, six in each category. The
(the) authors (as) of papers selected will be required (as) to show proof of enrollment in a university or equivalent entity.
III. The twelve selected papers will be reviewed by the Jury to determine, in plenary, the two winning entries (one in each category) and the four papers that receive an honorable mention (two in each category).
Chapter VIII-The prize and the disclosure of the work
(the) two (two) authors (as) winners will receive the papers, as awards:
A one-week trip to Europe to stay in Belgium, visit to the European institutions in Brussels, The (the) authors (as) monographs winners of honorable mention will be invited (as) special Europe Day in Brasilia , with paid travel and subsistence.
The winning entries and honorable mentions will be disclosed on the European Commission in Brazil - www.delbra.ec.europa.eu.
With the entry in any contest winning authors of the papers agree to assign to the European Commission Delegation in Brazil their copyrights for a period of three years, counted from the date of grant of the award.
The budget allocation for the financial costs arising from the grant award to which this Notice - including travel to Brasilia and to Europe - it will run on account of the resources of the European Commission Delegation in Brazil.
Chapter IX - THE FINAL
dates defined in this Regulation may be amended and in this case shall be notified in a timely fashion.
This regulation will be available to interested parties on the website of European Commission Delegation in Brazil, at the address www.delbra.ec.europa.eu .
issues not covered by this Regulation shall be resolved by the Jury.
Requests for additional information should be formalized until 21 days before and will be answered within 11 days of the deadline for submission of the monograph by email delegation-brazil-doc@ec.europa.eu, stating in the subject and Email 'Contest of Monographs of the European Union'.
This Regulation shall enter into force on the date of this release.
